Bad scheduling, lack of resources, and incomplete follow-through occurs, and massive resources have been sunk into your project. Panic sets in. - SEARCH FOR THE GUILTY
Someone has to pay the price; usually the Project Manager. - PUNISHMENT OF THE INNOCENT
This happens when the guilty parties have too much status in the organization. Simple physics apply: Crap rolls downhill. - PRAISE & HONORS FOR THE NON-PARTICIPANTS
If the project has any success, the sponsor gets the credit. That’s usually the accountant or boss whose only effort was signing off on your project.
